Minnie and Joe have served on various platforms in the political arena such as chiefs of staff, Get Out The Vote campaigns and media relations. Combined they have consulted on various political campaigns in addition to being advisors to prominent members of the political community.

Minnie Santillan, PartnerMinnie Santillan is an experienced political consultant and former Chief of Staff. Santillan’s early political resume includes Director of the California Voter Registration Project, District Representative for Senator Jim Costa, after helping him on his re-election campaign, as well as, becoming the youngest District Director in the Central Valley while working for Assemblymember Sarah Reyes.

Santillan served as a consultant for Speaker of the State Assembly, Fabian Núñez providing policy and political expertise to Assemblymembers throughout the state. She has also served as Chief of Staff for Assemblymember Tony Mendoza and Assemblymember Henry T. Perea.

Santillan’s expertise has extended to the California Latino Legislative Caucus as their Chief Consultant as well as having worked on over 20 Assembly, Senate and Congressional campaigns having turned over long held Republican seats to Democrats.

Santillan was recognized in 2004 by the Marjaree Mason Foundation and the Fresno Bee as one of Fresno County’s Top Ten Professional Women of the Year, for her work as President of the Fresno Downtown Association, Hispanic Commission, Central California Latinas Network and the Fresno Women’s Network. In 2014 Minnie was recognized by Hispanas Organized for Political Equality (HOPE) a statewide non-profit as a “HOPE Treasure” in honor of their 25thAnniversary for her mentorship, advocacy, and leadership. In 2016 she also received recognition as “Pioneer Leader”. Central Valley Life Magazine Featured Minnie on the cover of the magazine in their December edition as a Politico Dynamo and did a full story on her life. In addition, Santillan was ranked 86 on Capitol Weekly’s Top 100 List a Who’s Who in CA Government.

Joe Devlin, Partner

Joe Devlin, PartnerJoseph is a highly accomplished strategic communications professional specializing in targeting, planning, and message development, with extensive experience managing and directing political campaigns. Recognized for an ability to build key relationships and create inclusive high performance teams.

Mr. Devlin is a Sacramento based political consultant with over fifteen years of experience managing and directing successful political campaigns. He has worked as the principal consultant to local and state candidate campaigns, initiatives, and independent expenditures throughout California. Developing highly effective field strategies targeting key voter universes is a particular strength. Mr. Devlin is often called upon to develop winning campaign strategies and tactics for campaigns in what are otherwise unfavorable circumstances.

Mr. Devlin’s previously served in the California State Legislature as a Legislative Director and as a Consultant to the Speaker of the Assembly.

In addition to his work in politics Mr. Devlin also worked with the Department of Defense, Multi- National Corps-Iraq working in Baghdad on national multimedia campaigns. He is a two-time participant in the US State Department, American Council of Government’s Professional Fellows Program
